Abstract


LEARNING OBJECTIVES:
The session highlighted what works and what doesn’t in new urbanism and provide guidelines for planners in attendance to craft regulations, zoning conditions and address issues that will better implement the concept in the real world.

SESSION CONTENT:
The session provided a unique insight into the issues surrounding new urbanism, a hot topic in today’s planning world. The New Urbanism movement espouses the principles of smart growth which has been brought to the forefront as an issue of national interest.

The speakers for the session brought a wealth of information on the progress of the New Urbanism movement, with a variety of opinions on what they believe has been successful and what hasn’t from personal and professional experience. Issues such as: overcoming the NIMBYs, dealing with the code, convincing the developer, convincing the law makers, design development standards, marketing and many others were addressed among the speakers and the audience.

The speakers were Mark White, attorney with the national firm of Freilich, Leitner and Carlisle who has extensive experience in writing new urbanist codes throughout the country. Sue Murphy, AICP, Senior Planner with Ruden, McClosky, Smith, Shuster & Russell, PA who works on bringing New Urbanist and Smart Growth principles to communities all over the nation. The final speaker was Ray Chiaramonte, AICP, Assistant Executive Director of the Hillsborough County City-County Planning Commission in Florida, a four year resident of Celebration, FL and more recently, West Park Village, a new urbanist project in Hillsborough County, who provided an interesting view as both a resident and planner. Each speaker provided a unique perspective of what they see as the successes and failures in the new urbanism movement.

Sue Murphy, AICP, is a Senior Land Planner at Ruden McClosky. She is a graduate of the University of Maryland, (B.A., 1975) and received her Masters of Arts (Geography) in 1980 from the University of South Florida. A Certified Planner by the American Institute of Certified Planners, Ms. Murphy has also attended several educational courses for land planning professionals. She attended the Georgia Institute of Technology’s course on “Stormwater Management for Engineers and Planners” in 1982, the National Highway Institute’s course on “Design of Urban Streets” in 1983 and the Harvard University Graduate School of Design’s course on “Residential Development Site Planning” in 1987.

Ms. Murphy’s professional experience encompasses a wide range of land development activities. She prepares and negotiates Developments of Regional Impact, rezoning petitions, land use plan amendments, comprehensive plans, vested rights requests, concurrency reviews, variances, environmental impact statements and alcoholic beverage requests. Ms. Murphy also has extensive experience negotiating development exaction and impact fees. She also acts as an expert witness in land use and eminent domain cases as well as administrative hearings and conducts due diligence related to real estate transactions.

Active in the International Council of Shopping Centers (ICSC), she currently serves as the organization’s Southern US Divisional Chair for Government Relations and the National Chair of the Growth Management Task Force. In addition, she is a member of the ICSC Florida Conference Program Committee, the Florida Leasing and Retail Symposium Program Committee and the Florida Government Relations Committee.

She is also a member of several other professional organizations including the American Planning Association, the Congress for the New Urbanism and Commercial Real Estate Women (CREW). Ms. Murphy is a past board member of the National Association of Office and Industrial Parks (NAIOP).

Ramond A. Chiaramonte, AICP

Ray Chiaramonte brings a physical design and social behavior background to his role as assistant executive director of the Hillsborough County City-County Planning Commission. The independent Planning Commission is the official land planning agency for the four local governments in Hillsborough County, Florida, population 1,000,000.

Ray's professional experience in planning spans 30 years and three comprehensive plans and includes positions in both the public and private sectors. He gained experience in land development and building while working for a private company as a planner and project manager. At the Planning Commission, Ray worked on the Future of Hillsborough Comprehensive Plan for Unincorporated Hillsborough County, the first plan done under Florida’s 1985 Growth Management Act. Ray also worked on the subsequent updates and visioning efforts upon which it was based. He was named assistant executive director of the Planning Commission in 1996. Ray has been a member of the American Institute of Certified Planners since 1987.

He first became interested in the New Urbanist movement in the late 1980s and has been instrumental in getting the principles of that movement incorporated into planning efforts at the county and neighborhood levels.

As a believer in the movement, he became one of the first residents in Disney’s Celebration community outside of Orlando, Florida, in 1996, commuting via van pool to Tampa each day. When Hillsborough County’s first New Urbanist community, West Park Village, opened in 2000, Ray and his family subsequently moved back to Hillsborough County and took up residence there.

As a result of his personal experiences, he has become an expert in the physical design of New Urbanist communities as well as on the impact that the movement has on sociologic behavior. Ray is a member of the Congress of New Urbanism is presently the vice chair of the New Urbanism Division of the American Planning Association. He is a frequent presenter at national, state and regional conferences and regularly takes advantage of opportunities to addresses students at all levels on issues related to visioning and planning as well.

Ray earned a Bachelor of Arts degree in Social Behavioral Science from the University of South Florida with special studies in planning and public administration. He has furthered his education through participation in numerous national, state and regional conferences throughout the years. Ray has served as a judge of residential design competitions and was honored by the Ybor City Rotary Club, located in Tampa’s national landmark Historic District, as Rotarian of the Year in 1991. In addition, he has served on the Board of Directors for Leadership Hillsborough.

Lorraine Duffy, AICP
Senior Planning Manager
On staff with the Hillsborough County City-County Planning Commission since February 1985, Lorraine Duffy is a Senior Planning Manager leading the Countywide Planning Team. She is primarily responsible for managing the Comprehensive Plan for Hillsborough County, including supervising periodic updates and development reviews for consistency with the Plan.

Ms. Duffy has considerable experience in zoning and comprehensive planning. She began her planning career as a Planning Technician performing land use surveys of Hillsborough County for the Planning Commission. Subsequently, she became a Community Planner participating in the zoning conformance program for the City of Tampa, and in the Comprehensive Plan update process also for the City of Tampa. Since 1988, Ms. Duffy has been involved in comprehensive planning issues for unincorporated Hillsborough County, including rezoning reviews, zoning conformance, plan amendments, community planning and the evaluation and appraisal process as required by state law. She has been a part of the preparation, update and adoption of Hillsborough County’s Comprehensive Plan since the 1985 Growth Management Act has been in place. This experience with the Plan includes findings of insufficiency by the Florida Department of Community Affairs (DCA), challenges to the Plan by outside parties and administrative hearings that resulted in the issuance of a final order by the Governor and Cabinet in their capacity as the Florida Land and Water Adjudicatory Commission. She has served as a staff liaison with the DCA on these issues.

Ms. Duffy has also served as a panelist at four national American Planning Association (APA) conferences and one state conference. She has been accepted and served as an expert witness in comprehensive planning matters in both administrative hearings and circuit court proceedings on behalf of Hillsborough County. She has also been a part of a technical committee for the Florida APA, reviewing growth management issues.

Ms. Duffy has a Bachelor of Arts degree in Political Science from the University of South Florida and a Master of Science in Planning from Florida State University. She is a member of the American Institute of Certified Planners (AICP) and is active in the local Sun Coast Section of the APA where she chaired the awards committee for ten consecutive years.
