The following documents are the outcome of a year of work by the Commission’s thirty-seven members. The Overarching Goals and Strategies are intended to recommend a framework for smart growth planning and implementation through the state. These recommendations begin to outline the appropriate relationships and responsibilities of state and local governments to best achieve smart growth goals. The three additional reports from the working groups were also adopted by the full commission after considerable discussion. These reports contain more specific recommendations for addressing the particular areas of concern to the working group. As a package, the overarching goals and strategies, together with the issue-specific recommendations, provide a street map for the legislature to use when navigating through potential legislation that will help communities in North Carolina find paths toward Smart Growth.
