Flagstaff Transportation Tax 2000: The Right Tax at the Right Time

Abstract
The author describes four elements central to the success of a May, 2000 transportation
sales tax campaign in Flagstaff, Arizona. Voters passed five out of six ballot
questions ranging from a major capital project and minor capital programs to
transit operations. The elements include political unity; policy foundation;
solid numbers on taxes, costs and voting patterns; and genuine citizen communications.
Communication methods used by Flagstaff included signs placed at prospective
project locations, open houses where participants spent transportation
bucks on different projects or programs, and an award-winning video shot
and produced by a local high school student. City Council retreats and heavy
reliance on publicly supported planning documents provided important credibility.
