Abstract
When sprawl in exported from one state to an adjacent state, the exporting
state typically keeps the jobs but causes long commutes for workers seeking
lower-cost housing. Importing states often are unprepared to handle the costly
infrastructure improvements, traffic congestion, or loss of open space.
