Abstract

Preparing a smart growth comprehensive plan with specific required elements for voter ratification presents unique challenges. Three diverse Arizona communities explain their public involvement strategies, how they achieved consensus, and their use of staff, temporary staff and consultants to prepare successful plans covering growth areas, costs of development, environmental sustainability, infill, open space preservation, and commercial revitalization. All three plans were ratified with substantial majorities and were better products as a result of extensive public education and involvement of all city and town leadership.
